New rules for e-scooters in Palma de Mallorca
The City Hall of Palma de Mallorca has issued a new regulation on electric scooters. The drivers now have to turn on the lights during the day and wear a safety vest.
The new rules were recorded in the Official Gazette on Thursday (November 5th) and are effective immediately. The light is compulsory, with the safety vest there is a certain amount of leeway, as we are talking about "Elementos reflectances". It doesn't necessarily have to be a vest, but the driver should have reflectors on his clothes. The purpose of this is to reduce the risk of accidents and to make the scooters visible from a distance of at least 150 meters.

Driving in pairs on the e-scooters is now also officially prohibited. It was not uncommon for several young people or parents with children to be seen on a scooter in Palma de Mallorca. The minimum age is still 15 years. A helmet and liability insurance is not compulsory, but the town hall strongly advises them to do so. According to the corona measures, the mask must also be worn when driving a scooter.
It is also forbidden to rent scooters in public places and paths. As before, the rule remains that electric vehicles are only allowed to drive on cycle paths or in the 30 km / h zone. After 93 percent of the urban area has been declared as such, only the large main streets are virtually taboo. "One of the most important reasons for the new 30s zones was that the e-scooters can share the space on the street with the cars," said Francesc Dalmau, who is responsible for sustainable mobility at the town hall. "They are our allies in the fight for more sustainability. But we also have to pay attention to the rules."
Palma de Mallorca first issued rules for e-scooters in July 2019. The number of vehicles in the urban area has increased significantly. Quite often there was a dispute between scooter drivers, pedestrians, and motorists. The number of serious accidents had also increased.
